This morning, PP announced a legal urgent reform of the constitutional court, the Tribunal Constitucional, so that it can sanction Generalitat president, Artur Mas. Specifically, the proposed TC reform bill will allow the judicial body to fine and even suspend public servants who do not comply with its sentences and resolutions, an initiative that, while applicable to all political jurisdictions, has been conceived for the possible scenario of a unilateral declaration of independence by Catalonia.

The proposed Tribunal Constitucional reform bill was presented by the PP group spokesman, Rafael Hernando, and the PP candidate to the presidency of the Generalitat, Xavier García Albiol, who considers this measure to be “the guarantee” that removes the option of independence for Catalonia: “The joke is over,” he stated.

Even though the Senate is still debating the TC reform bill to recover the previous appeal of unconstitutionality of statutory reforms, PP has presented this new reform proposal separately, but with the idea that it is passed before the Spanish parliament is dissolved for the general elections. According to the party’s plans, the proposed law will be processed by Congress as an urgent procedure (ignoring stipulated term limits) and with a single reading (without going before any committee).

The bill is to be debated during the plenary session of the General Budget, in the week of October 15, and its passage through the Spanish parliament is expected to take place the week following the Catalan elections (September 29). From here, it will go before the Senate, with time for its definitive passage before calling the general elections.
